Answer: These don't have a COA. US mint did not supply these with COA till 1984. -

Is there proof sets from the Denver mint for 1984 and 1983?
Answer: Good Question. Short answer is no. In 1983, there is a Philadelphia proof set and a prestige proof that comes with an extra dollar coin and in a better packaging. No mint set was made in 1983. In 1984, there was a Philadelphia proof and again a prestige proof. But also a mint set was made and this has Denver and Philadelphia coins in uncirculated condition. -

Answer: No, it does not come with a certificate. I guess the authenticity is the acrylic holder and original packaging it comes in.
